Fonds Européen de Développement Régional (FEDER)
The project has been co-funding at 65% by the « Fonds Européen de Développement Regional (FEDER) » through the Program INTERREG V-A Espagne, France, Andorre (POCTEFA 2014 – 2020). The aim of the POCTEFA is to strengthen the economic and social integration of the border territory between Spain-France-Andorra. Its help is focused on the development of cross-frontier activities in economic, social and environmental matters by common strategies working for sustainable development of the territory.
The project is to design a tourism product based on cross-border tour exploring a common ground. Essentially, it requires the creation of tourism itineraries and adventure trails, based on the area’s local specialisations, with a direct link to tourism itineraries to enable areas to benefit from the effects of multi-centre tourism.
The project isn’t just about planning itineraries, it’s about immediately launching on the market by producing “turnkey” package holidays to provide to consumers or travel agents.
The aim is to promote a new integrated and sustainable tourism model based on promoting a shared heritage made up namely of unspoilt and exceptional heritage, quality food and drink and shared cultural traditions.
It seeks to overcome the challenge of the essential flow of clients to areas affected and expanding the areas visited by tourists by adopting a new stance for the Pyrénées away from exclusively sporty activities and available to a wider audience.
It should primarily benefit the economy of the areas and its professionals rather than just the major attractions.
Cross-border cooperation helps unite administrative borders to build an all-round, consistent service-product which is relevant to clients.

Purpose:
These conditions seek to define the methods of sale between the H.P.T.E. reservation centre and the user, from order to payment. They regulate all the necessary stages to process the order and to assure that this order is followed up between the contractual parties.
Ordering:
The user has the chance to order online:
- Either the products sold online by H.P.T.E.
- or directly using the reservation coded reference numbers in the commercial catalogues published by H.P.T.E..
The order can only be recorded on the site if the user has been clearly identified by entering his customer code (log in and password selected by the Internet user) which are for strict personal use.
Any order implies the acceptance of prices and the description of the products available at the time of sale.
Any dispute on this point shall fall within the framework of the general and specific conditions of sale.
H.P.T.E. is obliged to honour orders received through this Internet site only while stocks last. In the event of non availability, H.P.T.E. is obliged to inform the user as quickly as possible about another equivalent proposal or, if not, reimburse the full amount of the sum paid.
Sending proposals and contracts:
For reservations and sent by the Internet site to H.P.T.E., the user shall receive the proposed contract from H.P.T.E. at the address left on the site within three working days. H.P.T.E. is committed to send the contracts within the shortest possible time periods.
Terms of payment:
The user has the choice of payment for his purchases:
- By cheque on receipt of the proposed contract, signing the back of a cheque with his customer number and sending it to the following payment department:

- Online by banks card (Carte Bleue, e-cartebleue, Visa, Eurocard, Mastercard)
H.P.T.E. has put in place all the means to ensure the confidentiality and security of the information transferred via the webpage. To this end, the Internet site uses a secure payment method via Athos and Crédit Agricole.
The user must settle the amount due for the handling fees for the reservation (all costs) except where extension has been given through a special offer.
The user's account shall be debited.
The tariffs:
Prices are shown in Euros inclusive of all taxes. They also include the applicable rate of VAT at the time of ordering.
Any change to the applicable rate may be passed on to the cost of the products. After this date they are likely to be changed at any time.
Signature and proof:
Any site user not in possession of a customer number must follow the registration procedure allowing him to obtain his customer number.
This number is personal.
If this number is lost or forgotten the H.P.T.E. must be informed as soon as possible by e-mail to laboutique@ha-py.fr or by telephoning 05.62.56.70.00.
In every case, supplying the bank card number online and the final authorisation of order shall form complete proof of the aforementioned order in accordance with the law dated 13th March 2000 and the amounts shall fall due under the terms of the articles stated on the reservation voucher.
This authorisation implies the express signing and acceptance of all operations carried out on the site.
Responsability:
H.P.T.E. has only an obligation of means for all stages of accessing the site, order processing, sending contracts or proposed services. It shall not be responsible for any inconvenience or damage inherent in using the Internet network, in particular from a breakdown in service, external intrusion or the presence of computer viruses, or any event due to force majeure, in accordance with the law.
The holidays sold by us are described and presented on the site as accurately as possible. If errors occurred on this site in spite of all our precautions, we can in no way be held responsible for these events.
Length:
In the event that one of the clauses in this contract is invalidated or made impossible by a change to the legislation or regulations or by the decision by the courts, the validity and respect for the general conditions of sale remain. These conditions apply while the services offered by H.P.T.E remain online.
Proof:
Computer records, stored in the computer systems of H.P.T.E. and that of its partners under reasonable security conditions, shall be considered to be proof of communication, of order and of payment between parties.
Storing and filing transactions:
Filing orders and invoices is carried out on a reliable and long lasting means of recording in order to provide a true and long-lasting copy in accordance with article 1348 of the civil code.
Applicable law and competence:
These conditions are subject to French law.
The attribution of competence in the event of litigation and in the absence of any amicable agreement between the parties, is given the competent courts of TARBES.
